According to President Obama, " The Federal Government controls nearly 30 percent of all land in the United States, owns thousands of buildings, and provides substantial funding for State and local transportation infrastructure, creating significant opportunities for executive departments and agencies (agencies) to help expand broadband infrastructure."

Can you imagine what kind of WI-FI system could be set up free of charge in cities across America!  It would be the best thing since sliced bread, free or reduced broadband service in all major cities. But beware, you know what happens when you give away free stuff. You will always have those few that choose to do wrong no matter what you do and will always find ways to abuse the system.
